Implementing the decisions and deployments of the Party Central Committee and the State Council, the overall goal is to basically establish a modern comprehensive transportation system, with the key phrase being "one network and four modernizations." The "one network" refers to enhancing the advantages of the facility network, improving the quality of existing stock, and addressing shortcomings in network development to build a modern high-quality national comprehensive three-dimensional transportation network. The "four modernizations" are closely related to the modernization requirements of transportation, strengthening integrated integration, emphasizing safety enhancement, highlighting digital and intelligent upgrades, and focusing on green transformation.

Focusing on the aforementioned goals, Xu Chenguang introduced work in areas such as improving the layout of infrastructure, optimizing the transportation structure, strengthening system integration and integration, enhancing safety and resilience levels, empowering scientific and technological innovation, promoting green and low-carbon transformation, deepening systemic and institutional reforms, and handling transportation-related public welfare affairs.

Among them, in terms of improving the layout of infrastructure, the focus is on promoting the construction of large cross-regional and cross-basin channels, increasing the completion rate of the national comprehensive three-dimensional transportation network's main skeleton to 95%, continuously improving the infrastructure network of railways, highways, water transport, civil aviation, postal express, and accelerating the construction of the logistics network. In optimizing the transportation structure, the focus is on promoting the renewal and digital and intelligent transformation of transportation infrastructure, implementing renewal of about 80,000 kilometers of facilities by 2030. A new round of rural road improvement actions will be carried out, with 500,000 kilometers of rural roads to be newly built or renovated. In strengthening system integration and integration, the focus is on improving the comprehensive transportation system of modern metropolitan areas, implementing efficiency improvement projects for inter-city commuting in metropolitan areas, and accelerating the construction of 20 international and 80 national comprehensive transportation hub cities. A multimodal transport attack and unblocking action will be carried out, aiming to promote the multimodal transport function of about 1,000 main freight nodes in 5 years. In terms of empowering scientific and technological innovation, the focus is on implementing the "Artificial Intelligence + Transportation" action and creating a digital and intelligent transportation corridor.

During the question and answer session for journalists, regarding the follow-up progress of the national comprehensive three-dimensional transportation network's main skeleton, Xu Chenguang stated that the completion rate of China's comprehensive three-dimensional transportation network's main skeleton has reached 91%, and the total mileage of the comprehensive transportation infrastructure network has exceeded 6 million kilometers. However, there are still shortcomings and weaknesses in aspects such as the connectivity and integration capabilities of strategic backbone channels, cross-regional circulation efficiency, and the ability to link international and domestic markets.

During the "15th Five-Year Plan" period, the construction of large cross-regional and cross-basin channels will continue, aiming to optimize spatial layout, unblock the main arteries of economic circulation, and promote balanced regional development. It is expected that by 2030, the completion rate of the national comprehensive three-dimensional transportation network's main skeleton will be increased from the current 91% to 95%, focusing on the construction of four types of channels:

First, the large channels along the border, coast, and river.
