Guangzhou Municipal Government Announces Modified Prohibition on High-Emission N

Recently, the Guangzhou Municipal People's Government issued a notice on the simplified modification of the designated area prohibiting the use of high-emission non-road mobile machinery (hereinafter referred to as the Notice).
The Notice indicates that the term "non-road mobile machinery" refers to construction machinery, yard (factory) machinery, port machinery, forestry and garden machinery, fishing machinery, airport ground service machinery, etc., including but not limited to excavators, bulldozers, wheel loaders, compactors, pavers, motor graders, cranes, pile driving machinery, trenching machinery, concrete mixers, forklifts, etc.
The "high-emission non-road mobile machinery" referred to in the Notice means non-road mobile machinery equipped with fuel engines that do not meet the national III emission standards at the time of factory design, or emit visible pollutants such as black smoke during use, or exhaust smoke density exceeds the Class III limit values stipulated in the "Limits and Measurement Methods for Exhaust Smoke Density of Non-road Mobile Diesel Machinery" (GB 36886—2018).
The Notice points out that the use of high-emission non-road mobile machinery is prohibited within the administrative region of Guangzhou City. Military, police, firefighting, ambulance, and emergency rescue machinery performing emergency tasks are exempt. The use of electric or hydrogen fuel cell non-road mobile machinery is encouraged.
Those who use high-emission non-road mobile machinery in areas where it is prohibited will be penalized by the competent departments such as the ecological environment authorities in accordance with Article 1127 of the "Ecological Environment Code of the People's Republic of China". Importing or selling non-road mobile machinery that exceeds the pollutant emission standards will be penalized by the relevant departments in accordance with Article 1122 of the "Ecological Environment Code of the People's Republic of China".
The Notice will be implemented from August 15, 2026, and will be valid for 5 years. The original "Notice of the Guangzhou Municipal People's Government on Designating Areas Prohibiting the Use of High-Emission Non-Road Mobile Machinery" (Guangzhou Government Regulation No. 7 of 2025) will be simultaneously abolished.
