On September 17, the China Construction Machinery Industry Association (hereinafter "the Association") officially launched its "Expert Forum" series, with the inaugural online livestream session held smoothly on the Association's video channel. Centered on the theme "Insight into Global Trends, Seizing Strategic Opportunities — Advancing the Construction Machinery Industry Toward the High End of the Global Value Chain," the session invited Shan Zhenghai, a deputy to the National People's Congress and Vice President and Chief Engineer of XCMG Construction Machinery Co., Ltd., as the keynote speaker. Focusing on the spirit of the 2026 "Two Sessions" and the deployment of the national "15th Five-Year Plan," he delivered an in-depth talk on fostering new quality productive forces and driving high-quality industry development, building an online professional platform for policy interpretation, idea exchange, and experience sharing.
The event was hosted by Qi Jun, head of the Association's expert panel. In his opening remarks, Qi noted that launching the "Expert Forum" series is a key measure for the expert panel to implement its annual work plan. The forum will continuously pool expertise from leading enterprises, universities, and research institutes, offering themed sharing on industry hotspots such as industrial policy, technological innovation, digital transformation, and key materials and processes, to promote mutual learning across the industry.
In his keynote, Shan Zhenghai systematically explained the core meaning and practical requirements of new quality productive forces in light of the 2026 "Two Sessions" spirit and the policy direction of the national "15th Five-Year Plan." He comprehensively assessed the opportunities, risks, and challenges facing the construction machinery industry, and proposed a practical path toward a world-class industrial cluster from three dimensions: industrial ecosystem, green-and-smart transformation, and global layout.
The report pointed out that, in developing new quality productive forces, technological innovation is the core driving force, the deep integration of the "four chains" is the key path, building a modernized industrial system is the fundamental goal, and institutional reform is the endogenous momentum. During the "15th Five-Year Plan" period, the state has rolled out a series of deployments around high-quality development, high-end manufacturing upgrades, technological self-reliance, expanding domestic demand, and high-level opening-up, charting the direction for the construction machinery industry. Looking at the industry, the global market is steadily recovering, new technologies are accelerating iteration, and demand structure is continuously optimizing, combined with a complete industrial chain — all pointing to major development opportunities. At the same time, it also faces real challenges such as a complex and volatile global environment, homogeneous competition, and shortfalls in foundational technologies and high-end talent and global operation capabilities. On the whole, opportunities outweigh challenges.
On the industry's high-quality transformation, Shan Zhenghai offered three recommendations. First, jointly build a healthy industrial ecosystem, strengthen self-discipline and co-governance, and shift competition from price-based involution to value-based competition. Second, seize the smart-and-green new track, vigorously develop "AI + construction machinery," advance the green and low-carbon transformation of products, manufacturing, and services across the whole chain, and accelerate the industry's high-end, intelligent, and green upgrade. Third, deepen the global industrial layout, upgrade enterprises from product export to localized operation across R&D, manufacturing, and service, strengthen the voice in patents and international standards, and realize the leap from "Made in China" to "Chinese Brand."
Qi Jun concluded by noting that Shan's report balanced macro-policy interpretation with industrial practice cases, systematically analyzing the meaning of new quality productive forces and the industry's opportunities and challenges, and offering pragmatic thinking on industrial ecosystem, digital-green innovation, and global operation — providing strong inspiration and guidance for enterprises to assess the situation and plan medium- and long-term development.
The "Expert Forum" will subsequently roll out themed sessions on green and low-carbon transformation, new construction equipment, high-end foundational materials and processes, and intelligent manufacturing. Open to the entire industry, the forum will continue to provide intellectual support for fostering new quality productive forces and achieving high-quality development, consolidating the industry's drive to forge ahead.
