CCMA's Wu Peiguo Attends Hunan FTZ Remanufacturing Reform Results Release

On September 4, the China (Hunan) Pilot Free Trade Zone (hereinafter referred to as the Hunan FTZ) Construction Machinery Remanufacturing and Repair Innovation Base (hereinafter referred to as the Base) held an event in Xiangyin, Yueyang, to release its reform and innovation achievements. Wu Peiguo, Vice President and Secretary General of the China Construction Machinery Association (hereinafter referred to as the Association), attended and delivered a speech.

He Jihua, Vice Chairman of the Hunan Provincial Committee of the Chinese People’s Political Consultative Conference and head of Hunan’s construction machinery industrial chain, attended and announced that the tenant enterprises have officially started production. Tang Haoran, Deputy Secretary of the Yueyang Municipal Party Committee and acting mayor, presided over the event. Officials from relevant Hunan provincial departments, the Yueyang and Xiangyin county governments and their relevant departments, construction machinery OEMs including Sany, Zoomlion, Sunward, Sinoboom and Shantui, dealers such as Xinchang and Xiangsong, and representatives from research institutes and industry organizations attended.
Wu Peiguo congratulated the Hunan FTZ on its exploration and successful practice in promoting construction machinery remanufacturing and used-equipment exports. He noted that the Association has continued to focus on the development of used construction machinery and remanufacturing, and has issued seven group standards while another eight related standards are under development. Among them, the “Requirements for Inspection, Evaluation and Quality Grading of Exported Used Concrete Mixer Trucks” and the “Requirements for Inspection, Evaluation and Quality Grading of Exported Used Excavators” have been issued and are being piloted first in the Hunan FTZ. The group standards “Technical Requirements for Inspection and Evaluation of Exported Used Concrete Pump Trucks” and “Technical Requirements for Inspection and Evaluation of Exported Used Rotary Drilling Rigs” have been formally approved for development. Wu Peiguo said the Association will continue to build and improve the relevant standard system to further promote the sustained, standardized and healthy development of construction machinery remanufacturing and used-equipment exports.
This achievement release event showcased the Base’s phased progress in infrastructure construction, industrial clustering and institutional innovation. Shen Yumou, Secretary of the Party Group and Director of the Hunan Provincial Department of Commerce and Director of the Provincial FTZ Office, also presented a plaque to the Base. The Provincial FTZ Office released a plan to support the Base’s innovative development. It will carry out open stress tests and industrial innovation trials at the Base and fully promote the Base as a comprehensive reform and testing platform for cross-border repair and remanufacturing and as a construction machinery remanufacturing industrial base with important influence in central-south China. The Hunan Provincial Higher People’s Court released measures to support the Hunan FTZ in facilitating the disposal and recycling of court-seized construction machinery, removing bottlenecks in the disposal and recycling of such equipment, and optimizing the legal business environment for the industry. The Hunan Provincial Market Supervision Administration released local standards for construction machinery remanufacturing.
Hunan FTZ Construction Machinery Remanufacturing and Repair Innovation Base
Multiple cooperation deals were reached on site, and a batch of key platforms, core businesses and supporting projects were landed. The Xiangyin County government joined with Hunan International Trade Group and Changsha International Trade Group to build a professional operating platform for the FTZ construction machinery remanufacturing innovation base. Sany, Zoomlion, Sunward and Sinoboom, the four major construction machinery OEMs, reached cooperation with Yangsha Lake Investment Holding Group to launch the core business of centralized disposal of court-seized machinery. Quality supporting service providers along the industry chain, including Hunan Zhongli, Far East Horizon, Haotong International and Wanrong Resources & Environment, also set up operations to empower the Base, helping accelerate and iterate the formation of a complete remanufacturing industrial ecosystem in Xiangyin.
In April 2026, the Xiangyin Construction Machinery Remanufacturing Industrial Park was upgraded to the Hunan FTZ Construction Machinery Remanufacturing and Repair Innovation Base. As a pilot zone for institutional opening-up cultivated by the Provincial FTZ Office, it is designed as a specialized construction machinery remanufacturing park. The Base will be developed in three phases on a rolling basis. The first phase of 150 mu has been fully completed. The functional layout of “two yards and four centers”—a court-seized machinery yard, a remanufactured equipment performance testing and experimental yard, a cleaning center, a painting center, a remanufacturing center and an integrated service center—has taken initial shape. A 37,000 m² standardized steel-structure workshop has officially entered service. Four enterprises engaged in remanufacturing excavators, concrete mixer trucks, pump trucks and tunneling equipment have moved in and started production. A 7,000-plus m² integrated office building houses inspection, customs declaration and logistics service agencies as well as tax, public security and trade-promotion service offices, providing tenant enterprises with one-stop convenient services such as customs declaration agency, invoice issuance, cross-region deregistration, certificate of origin issuance, and inspection, certification and labeling. The Base is only 1.6 km from Yugang Port and sits in the port’s rear hinterland, forming an integrated “front warehouse, rear park” linkage that gives tenant enterprises river-and-sea-accessible logistics through rail-road-water multimodal transport.
The construction-machinery court-seized machinery public warehouse is one of the Base’s core functional blocks. It has a total planned land area of 220 mu and is built to general standards for heavy construction machinery; the first phase of 100 mu has been completed and put into use. The public warehouse follows the principle of voluntary application by both parties and transports all sealed and detained court-seized construction machinery to the Xiangyin Base public warehouse for centralized sealed custody. It uses IoT and other technologies to build a smart supervision system and an electronic fence, providing 24/7, dynamic and intelligent monitoring of sealed equipment and enabling real-time awareness of equipment status. A public-security police station has also been set up to ensure scientific, standardized and safe storage and management of detained and sealed court-seized machinery. Supporting facilities such as a cleaning area and a temporary parts yard provide basic support for equipment preparation.
