Dear Member Units:

In order to standardize the professional employment requirements, skill assessment standards, and talent cultivation orientation in the construction machinery industry, in accordance with the relevant provisions of the "National Occupational Standard Compilation Technical Regulations" (2023 edition), the China Construction Machinery Industry Association (hereinafter referred to as "the Association"), under the guidance of the China Vocational Skills Appraisal Center, has organized industry experts to conduct research, demonstration, and completed the drafting work, formulated the "National Occupational Standard for Construction Machinery Assembly and Adjustment Workers" draft, completed the preliminary review, formed a draft for comments, and completed the relevant publicity on the "Skill Talent Assessment Work Network" of the Ministry of Human Resources and Social Security.

To more widely listen to the opinions and suggestions of China's construction machinery industry, to build industry consensus, and to enhance the scientific, standardized, and practical nature of the standards, the Association specifically seeks public opinions from member enterprises. The relevant matters are notified as follows:

I. Content of the Opinion Solicitation

The full text of the "Construction Machinery Assembly and Adjustment Workers" National Occupational Standard (Draft for Comments), mainly including occupational overview, basic requirements, work requirements, weight table, skill assessment specifications, professional ability standards, and all other content (see attachment).

II. Opinion Solicitation Time

From the date of this notice until September 8, 2026.

III. Requirements for Opinion Feedback

(1) The feedback content should focus on the rationality, applicability, standardization, and operability of the standard clauses. Key suggestions for specific modifications and improvements, as well as the basis, should be made around the aspects of occupational definition, grade division, skill requirements, knowledge requirements, assessment and evaluation, and job adaptation, avoiding vague and non-substantive suggestions.

(2) Please fill in the "National Occupational Standard Opinion Feedback Form" truthfully (see attachment), specifying the modified clauses, modification opinions, reasons for modification, and suggested solutions. Individual feedback should include name and contact phone number; organizational feedback should be stamped with the official seal of the unit, and contact person and contact information should be indicated.

(3) Failure to provide feedback within the deadline will be considered as no objection. Subsequently, the standard will be further modified and improved based on the collected opinions, summarized, and studied, and the final draft will be submitted according to the procedure.

IV. Feedback Method

Only electronic mail submissions for opinion feedback are accepted in this instance, and no paper materials or oral feedback in other forms will be accepted.
